What makes property taxes higher in certain areas?

Property taxes are determined by the taxing authorities. It all depends on the funding needs and what the tax base wants. There are plenty of times when we get to vote on new bonds for the city or increased funding for something at the cost of increasing our property taxes. 

So the tax rates are set by the people that live in the area and the people that determine the budgets.

Like James mentioned, this stuff is voted and set up according to what people want funded. In areas where it is higher, you will notice more often than not that they have better public schools, a better police department, cleaner streets and parks, and far less crime. Some people vote in favor of higher taxes just to keep people who are most likely to commit crimes (those on low-wage incomes) out of their area.

This is the case for where my aunt lives. They have the best schools around here and some of the best public spaces (clean and strict) but they pay so much in property tax. I think she is paying $500 a month and her backyard is tiny!
